The white spots are artifacts of the flash.
 
so it emits some kind of bioluminescence? so i'm guessing that means like a DEEP water fish........hmmmm its some kind of Lanternfish huh....

Not even close. An artifact is a reaction to the flash, not anything that the fish normally produces.
