You have several choices you can:
1. IGNORE HIM; he know it annoys you so he does disgusting things..the more you react negatively the more he will do it.
2. Don't kiss him on the head ever again...it has toilet germs!
3. When all else fails remember that in 15 years when he is dating that special girl...you can walk up to her and say "Did you know he used to use the toilet to wash his hair in?" If I were you I would take pictures, of all the disgusting things he does and save them.... trust me you will have a great deal of use for them as he gets older.
Personally I opt for choice number 3, it will serve you well in the future and be a lot of fun...to say nothing of while he is doing these things imagining him older all sophisticated and on a date with a girl.... and you the older smarter wiser sister having all of this terrific knowledge. Imagine if he were to become famous or something, like american idol, or president, or a rock star..and u have those pictures!!!!

I'm not condoning your little brother's behavior, but maybe he is just bored and wants your attention? Are there any civilized games you can play with him? watch a movie with him? take him to the park?
I'm sure you need your space, but maybe he just wants to spend some time with you. And since he's 3, he cant really verbalize this.
