Illegal Hygro Polysperma

Just to clairfy for those who need to know, is Hygro. Polysperma illegal to trade/sell within any state and state-to-state?

H. Polysperma is a fast growing noxious weed. It is illegal for sale or trade in the US. It sure is a nice plant though. I like the red/green mix it displays. Sure wish it wasn't banned.

So how come I have some? And I couldn't just "accidentally" put some in with another plant if I were to send another plant? The stuff grows like crazy and I do usually just throw the cuttings away unless of course.....
