It should grow moss just fine, but like David says bulbs in that spectrum tend to have a purple hue. Return it for something closer to 6500k if you want a "whiter" light
In my experience 5000-6500k work the best for vivarium setups moss love it and the plants grow great....anything higher is a little to high on the spectrum range for it to be as efficient as the ones i mentioned above.
Depending on how big the tank it you could also have the option of using compact flourescents...I have some over a few og my tanks they work great too.

There are two varieties of GE I- one says it is for windows and doors, the other for kitchen and bath. DO NOT use the kitchen and bath type- it has a mildewcide that can poison your plants and animals. Only use GE I for Windows and Doors.
