In need of a few clarifications

I was just wondering if there can be any problems with having angelfish with high lights (3+ watts per gallon)? I heard in some threads that it can either stress them or cause blindness, others saying it helps them, because higher lights mean more plants, which means happier fish.

Also, I wanted to do a highly planted tank, with some pigmy chain swords covering a large portion of the tank. Can that disturb Cory's or Oto's? Personnally, I thought it would be cool to see them hiding in the grass like plants!
