I've read in a few places that if you have a HOB filter and let the water level in the aquarium drop in order to increase the "splash" from the filter return, that will help increase the oxygen level in the water. In other places I've read that things like splashing and bubbles from airstones don't significantly increase the dissolved oxygen, since the oxygen primarily comes from the natural air exchange that occurs when the water is at the surface of the tank -- hence having a larger surface area-to-volume ratio and a higher filter turnover are the only ways to increase O2. (Of course, airstones can increase turnover, but on this latter theory, the bubbles themselves don't do much.)
