If you get a male and a female, or two females, two in a 5 gallon could work. It should be a heavily planted (or decorated) tank, either way. The problem is, it's hard to sex dwarf puffers until they grow a bit...
IMO, one dwarf puffer and a couple of otos is a decent set-up for a 5 gallon tank. Puffers are worth a tank all to themselves.
