what are the signs that a tank needs to be resealed, the tank in question is a 45 gallon long, and it holds water without leaks. the silicone is clear.

yup when it leaks or has obvious missing sections or the silicon has come loose in places.
 
Another sign that it needs replacing is if the silicone does not feel rubbery/springy but instead feels dry.
 
Some folks like to pull and prod on the silicon until a chuck comes off but an important sign is to look at the edges on the panels where they meet and have no trim (the sides). Make a note of the amount of air bubbles or gaps between the panels and the paper thin silicon between them how much displacement by either air or water bubbles. Then compare any obvious differences over time. During a new tank fill or tank that has been out of use check every few days and week. An established tank that has been filled and not moved every few months.
