Injured fish from Bully fish

I have a peaceful community 30 gal tank about a month old. I have 2 beautifl liitle fish I think are in the tetra family small but long body with black/white strips on tail these are the only 2 left, I had started with 4 :( ....... Since my tank perameters were finally under control I thought I'd add a couple more fish.....the other tank mates were a balloon molly, about 30 babies (in a net breeder) from a dalmation Molly that didn't survive, 2 Bumble bee gobies, and 2 larger tetra's that have black and yellow on their large dorsal fin. Well, I got a spotted cory (bottom feeder) and a Paradise Gorami (sp?) - he was the problem, he immediatly took to hiding out and picking on the other fish, he bit 1/2 of the tail off one of the littel zebra tail guys and almost the whole tail off the other, I didn't think he was gona make it - kept swimming funny, luckily the store took it back (Georami) but of course the damage is already done, I really don't want to loose another one of these fish, will it's tail grow back? He seems to be swimming better but he seems to be gasping alot like he gets tired and will turn on his back and start floating up until his buddy moves and he goes with him - is it cruel to keep him alive? I also thought that maybe I could put him in the net breeder thing with the babies so he could recouperate and maybe get some of his strength back - would that be a good idea? :confused:
