Injured Oranda - Please Help

i've got a 20 tank that i am using as a coldwater aquarium. I have 2 Lionhead Orandas, a Blackmoor Fanrail and a Calico Oranda.

I noticed this mornign that the Calico was just lying on the gravel on its site with part of its tail shredded by the looks of it. Could this have been my filter that done this? Will the tail grow back, or is this something that could progress to tailrot and possibly death?

I've heard that lionhead orandas and some other coldwater species can be fiercely territorial but i can't see them doing this.

20 gallons for 4 goldfish, even fancies is overstocked. If they are fighting, it's due to territory because they need a lot more space. 10 - 20 galons per fish. Territory issues are a good guess. Another good guess would be the water quality. Because of this overstocking, you need to keep a good check on the water quality. Have you tested the water? If so, what are your parameters (by parameters, I mean ammonia, pH, nitrates and nitrites)? What do you feed these fish as far as flakes, pellets, tabs.... also, what is your maintenance schedule like?
 
I agree big time with DD and I'm surprised it's the oranda that got it and not the lionheads. Very Fancy fish that have no dorsal fins, like lionheads, usually get harrassed by Fancies that move faster.
