Interested in trying a salt tank.

I have been keeping freshwater for a while and currently have an empty 29 gallon tank. I would like to try my hand at a few small saltwater fish. I have done quite a bit of research but I am having trouble coming up with a definite answer about filtration. I have read everything from wet/dry is the only way to go, to you should use a filter for only mechanical and use live rock and sand for the biological. Keeping in mind that I am only setting up a 29 gallon tank, what are my best options. I have thought about putting a larger penguin on the tank, possibly even a 350 if necessary. Would this be the right move or not? I have also seen some info on turning a HOB filter into a refugium. Is this practical or even possible with a black cased HOB or is does it have to be done with a clear (Hagen)?
 
refugium will most likely need light..a black case can be done. the light will need to be above..black may retain/store heat.
ac's seem to have a good design and come with parts that can convert the filter into a refugium..I believe there is a plan in the DIY for the set up.
 
I have/had two 29G gallon refugiums and they did fine with just a HOB filter (I used two though). The one tank has live rock and sand and I have not run into any problems.

Thanks for the responses. Are you saying that your had the entire 29 gallon tank as a refugium or you had HOB refugiums on the tank? I am really just asking about proper filtration on a 29 gallon that would have some live rock, live sand, and a few small fish. I would like to use HOB's if possible, but im not sure if i should use one large filter (Peng. 350) of if i would be better of with two smaller ones? The question about the refugium was posted in case a refugium was better than just HOB filters. I hope someone can make sense of my mumblings.
 
Sorry! I meant to say 29G quarantine, not refugium. This quarantine currently has fish (6 right now), sand and live rock. Sorry for the confusion- I keep mistyping lately!

It also has a Penquin and Aquaclear on it...although the Aquaclear only works when it wants to.

As far as a refugium (and I do mean refugium this time, :D), I always thought about trying something like these with the 29G tank:
