my bro went to PA and found these inverts at the lake. the snails are the size of a quarter, and the bugs are around 2mm. i think the bugs are scuds. i took pics of them in my pippete. let me know what you all think. im expecting a fast reply by rachel...

Possibly a trapdoor snail? Those are quite common around the country.
 
Trappledoor snail it is then! Mystery solved.
 
thanks all. i actually found info and pictures and i do believe it is a viviparus viviparus. they have some native to the us northeastern coast. that would explain finding them in a lake. has anyone ever kept them? will they eat my plants. i read that they can also eat smaller snails. all info is appreciated.

It could be either a viviparus viviparus or a viviparus georgianus, which are native to your region. tough to say. I have V. viviparus, they're charming little snails. Most likely they won't eat your plants - mine graze all over the tank, seem to enjoy gnawing on my driftwood and any algae that grows. They occasionally eat some of the veggies i put in for the others.
They will not eat smaller snails. They're very friendly and will clean the shells of any other snails you have. Charming little livebearers. You can try to sex them if you like - I just posted a thread on how to sex V. malleatus, a very similar species.
