Is 18 watts over a 10 gallon good?

I have a nursery around here that has amzing selections on plants every so ofter and I live an hour away fro That Pet Place in Lancaster which always has a good selection (they use a deli line ticket dispenser to help people) and I'm want to look on the classifieds but I have to plan it out so the tank is ready by the time they ship. If I put plants in right away can I put the fish in right away...I think I read I could do that somewhere (I'm might be wrong).
 
No you still must cycle first. If you have an existing tank you can use a cutting from the media or a squezzing of the gunk into the new filter. With that method you can add everything immediately. Otherwise go the fishless route. The sticky in the FW newbie forum explains it well.
 
If your 10gal comes with the usual incandescent fixtures, replace the bulbs with a pair of 13or 23watt 6500k spiral CFLs.
 
I wasn't planning on getting the fixture that came with it I was just going to get a glass canopy and a light because the hoods that come with them are usually with one of those starter kits with the filter and heater. Sorry for changing my mind so much (like I said lighting is the hardest part for me). What about a reptile fixture like: http://www.thatpetplace.com/pet/prod/236359/i/1/product.web with just a fluorescent bulb, would that work, if not I can do with what BK said.
 
I am not sure what you mean by not having many choices for a 10gal SE ASian biotope. I would wager more options for a 10gal vs a South American theme. Although in the end its all waht makes you happy for what matters...
 
I was talking with the owner of my LFS about lighting and getting a better bulb for my ten gallon. He said that I have to get a whole new fixture as it doesnt matter what type of bulb you put in. If it is 18w maximum going in, than all bulbs would be 18w. Is this true? Bk you said that he could get 2.8wpg. Was this just a way of him trying to get me to buy a whole new hood?
 
for the 2.8w you would need a new hood. one that takes not the tube bulbs (t-8) but incandescent bulbs (ones that screw in).. and replace them with screw in cfl (like in the image below )
