Is 5 WPG too much light?

I have a 16 G 20” wide X 18” tall X 10” deep aquarium
(10 G footprint).
I purchased a Current Satellite that has a 40 watt 10,000/6700 dual daylight lamp and an actinic 40 watt lamp.
Since I’m using this tank for freshwater the actinic isn’t any help for a planted tank.
I’m thinking about purchasing another dual daylight lamp for it.
That would give 5 WPG. Is this too much light?
Each lamp has a switch so I could always ust give it a burst occasionally.
I have three neons & three honey gouramis.

40w is enough, going 80w will be more work. If everything goes well with 40w then you can do a staggered burst lighting to drive growth, just make sure you address the fert needs that comes with higher light.
 
Can you change out the actinic bulbs for reg daylight bulbs? 5WPG will be overkill IMO and will cause more probs than it is worth with algae and such. Dont forgot lighting is a nutrient as well that has to be managed just like ferts, if there is an imbalance in nutrients then you will have algae probs and/or poor doing plants.

I already have a dual daylight 10000/6700K lamp. I don't think a reg daylight is offered in 40 w CGF lighting.
