Is a bubble counter necessary?

Are you going pressurized, or DIY?

I personally don't feel it necessary with DIY. I just keep an eye on my pH, and my drop checker.
I don't know about the pressurized though. It seems that a lot of the regulators come with the bubble counters.

yes and no...it helps you regulate your co2 rate. but IMHO a drop checker is the best way to monitor your co2. what it does is take water with a certan hardness (4dkh) and a ph reagent and monitors the PH in the tank which has a relation to the co2 levels in the tank.

long story short, your drop checker should be green and the bubble rate doesnt really matter.

the bubble counter is great because without you have NO idea how much CO2 you're putting into your tank. Yes, you absolutely should be using a drop checker. But with the drop checker, there's a lag because the co2 has to off gas into it before it starts giving you a reading. without having any idea the speed your putting in your CO2, you could potentially do a LOT of damage before you realize your drop checker reading.
