so when you use the strips you match the colors to a chart that say 'perfect', 'good' 'not so good' and 'bad'??
well if you haven't added any fish or source for ammonia to the tank with the filter material from the od tank..chances are the bacteria may be dead.(btw the food may feed tha bacteria)
you can add fish to a tank with media from an estabished tank(in your case filter material from established tank to the new filter) and you should get an almost immediate cycle.
when you say foggy do you mean the new tank water??
