Is it popeye?

I have a cardinal tetra whose right eye is bulging noticeably. Is the only possibility popeye?

For the time being, I've moved it to a different tank. If it's injury, it'll heal up fine there. If it's anything else, it's at least not with other fish, and I doubt that any bacteria that caused it would impact shrimp.

Injury is another possibility, but infection is more common.
