Is my betta sick? (finrot and popeye)

Got a new betta yesterday (still unnamed). His cup was kinda dirty and he's not in the best shape. Just wanted your opinions on this little guy.
How bad are his fins? They're a little raggedy

What about his eyes? They look a little too big to me..so is it popeye?

Will he recover with good water alone? Right now he's still in his cup until the tank is ready (he kinda was a spur of the moment purchase heh).
 
Not sure about the eyes, but a large tank and some proper water changes should help with those fins.
 
I agreee...certainly onset of fin rot...(you're not keeping him in that cup of course...)...keep water pristine (nitrates below 20) and should clear up quickly....can't tell about the eyes but treatment would be the same in any event if it was pop eye.

No, I'm not keeping him in the cup..he's going in a 20gal as soon as its ready. But the heater broke today (was brand new too grr) so he might have to stay there for another day (sigh). But I'm working on keeping the water warm (80F) and clean in the meantime.
As for the finrot and popeye, could I use medfood for that if it gets worse/just in case? All I have on hand now is medigold for my goldfish..its did a pretty good job when they got finrot.

he looks kinda skinny to me. i dunno how often bettas come with ips, being that they can be captive bred. is he eating at all?
 
IMO, an unheated, non cycled 20g tank is better than a CUP of water any day.
 
Well a little good water really goes a long way. The water changes have done wonders to his colouration..he's really brightened up alot.
Oh, and we got the heater replaced earlier than planned, so he's in the 20gal now. He's a funny guy, much bolder than my other betta and seems to be acclimating pretty well despite his rough start in a dirty cup..already progressed to biting the heater and exploring the decorations.
I'll post pics later when he's settled in more. :)
