is my ram sick?

i have a german blue ram in a 20 gallon, and he's kinda acting weird.
he's quite hard to feed in the first place, but today i took him out of the tank and put him ina bowl and put a bunch of bloodworms in it, and he didn't eat any that i saw, they were practically going into his mouth.
he's also fairly lazy, as you can see in the pictures he didn't move from that little cave
when i came home i saw him at the top, his gills were moving kinda fast. however when i put my hand near him he did swim away. i get really worried when they don't swim at all.
is this nothing? or what could it be/what could i do?

nitrites..nitrates...? How old is the tank? Other fish?
 
Please answer the questions, so we can maybe help out whith where your tank stands before adding more fish...
 
i dont know the nitrates or nitrites, i have yet to get those test kits.
0 ammonia 6.9 ph
4 rasboras and 3 von rio tetras, 1 otocinclus, some shrimp (all doing very well)
as of today a betta but that wouldn't have affected anything.

the tank has been up for 3 weeks-month
it has an established internal filter, established gravel (both added from an old tank)
and plenty of plants
 
i left it for a while and tested ph and ammonia every day and there was never ammonia
i also read that gravel from a cycled tank and a filter from a cycled tank, as well as live plants greatly sped up the process, and going by the 0 ammonia i figured that was true
 
i'm looking into ordering a nitrate and nitrite test kit from cichlidhead now

i'm actually going over near a petco now, i'll bring water and test them now as well
