Live plants use up the nitrates, and other stuff in the tank. This means that you may never go throught a full cycle, but the bactria is still there. What are the specs now?

So now it has been 8 weeks and I have 5 tiny cory cats, an oto, and 2 amano shrimp in the 10g tank. (I know once the corys start to grow, I will be getting a bigger tank.)
In the 6g I have 3 ADF's.
My bettas are being treated for fin rot in floating bowls in the tanks.
I used BioSpira last Thursday hoping this would stabilize everything and there are still NO ammonia, nitrite, or nitrates!!!
I just don't understand what is going on...
Can anyone help me???
