Is this filter okay for like a 20 gallon marine set up? http://www.petmeister.com/item927.htm

Do I need a protein skimmer or can I do it manually? Should I get a UV sterilizer or is it not necessary?

Is it impossible to run a UV sterilizer inline with this filter? Can you only do that with canister filters?

Yes it's fine to run one with live rock rubble, but they're way better filters out there.

No you don't need one, but it is advised. Water quality is the key to a successful aquarium and it will give you some bending room for screw ups as a new comer. I would especially advise one if you're not going to be running a sump or refugium.

Yes it would be kind of hard to run one with a "Hang On the Back" filter. You might check into Eheim canister filters, they're really fantastic.
 
I have had alot luck with Fluval canister filters also. I kinda swear by UV steralizers personally. I dont think alot of people use them but I love them.
 
you should get like a big old aquaclear rated for 2X the size of your tank. remove everything, fill w/ 1-2inches live sand or reef mud, 1-3lbs LR ruble, a clump of macro algae and a cheap light above it. = instant Fuge.

then id get 2-4 lil powerheads, (rios are cheap and effective)

as far as a skimmer, unless you wanna drop $200, most nano skimmers are wothless.

id just do 2-3 5%-10% WC weekly and you should be all good

Consistent water changes are key to sucess.

Remember, you don't HAVE to have a filter. It's a personal preference, if you want to have something mechanical to filter the debris. In most cases, live rock should take care of your biological filtration, which means, you don't HAVE to have the filter if you have a lot of live rocks and good water flow throughout the tank. Again, it's a personal preference. I do have a mechanical filter as well.
