I've got plenty of moss, but can't quite figure out how to get it to cover the substrate... any suggestions?
 
Give it time. It'll slowly start to cover the substrate. Just keep it trimmed (or just pull clumps off) so that it's low to the substrate. I have some in my Betta tank that has slowly started to cover the whole substrate using this method. Same thing in my Puffer tank. When it starts to grow, just push some of it under the substrate randomly with your finger and it'll grow into the substrate like you want it to.

In the Puffer tank I just had it in a giant ball in the corner of the tank and it has slowly started to grow upwards in that corner as well as into the top of the substrate like a carpet.
 
You could spread it thinly over the substrate and sprinkle some gravel over it to hold it down. If it's a species that adheres to stuff, it'll eventually cover everything as gregm stated...give it time.

This is a good idea! Don't know why I didn't think of it...

Fishy_Fun... I tried the mesh method. It didn't look quite right to me though... are there subtleties to it that aren't obvious?

I push mine down and then put a dark colored stone on top until it can root itself. So far I've been able to take off most of the rocks and it's sticking well... I am rescaping a bit tomorrow and then I'll take some new pictures!
