What is this Kallwiesser (?) Stuff for ???

Kalkwasser is Calcium Hydroxide. It is used to supplement Calcium through the use of top-up water in tanks that need a boost in calcium levels.

How do i know if i need calcium or is that only for reef tanks, Corals etc?

Having good calcium/alk levels is less critical in a fish-only system, but having calcium levels of ~450 and alk levels of ~11-12 will promote the growth of corraline algae.
