Keeping a trigger or puffer and maintaing my DSB

I have a 55 gallon tank that is cycling that I was planning on making into a reef. It has a DSB and ample DIY rock.

I was wondering how I would keep the sand bed sifted if I didn't make a reef and instead had a trigger or puffer. The trigger or puffer would chomp on anything I could use to keep the bed sifted, correct?

I am wondering if I could keep a clean up crew at all with the trigger or puffer. How could I keep the sand bed sifted with these fish? Do you just have a clean up crew, keep the trigger or puffer well fed and replace a clean up crew member when it is eaten, or will the trigger or puffer consume any clean up crew member without respite?

Are there any organisms that will live in the sand bed enough that they will escape predation by the more aggresive fish?

I am thinking that if I cannot use any inverts for clean up that I am unsure about how I would maintain the DSB, and keeping a trigger or puffer may not be a wise choice.
 
most puffers yes, and some triggers... but not all triggers. There are many triggers you could find that wont harm hermits or snails...

i have a niger trigger who doesnt touch them.
 
but i also should add most adult triggers can not be housed in a 55g.
