Keeping live plants?

I would like to set up my 20 gallon tank with live plants. Im not sure what this requires. My hood has 2 Eclipse Natural Daylight f15t8 18'' fluorescent bulbs. Im not sure how many watts they are. The sticker on the back of the hood says 120 vac 60 Hz Total: .86 amp, but I have no idea what that means. Im not sure if these lights would work, so what would?
 
So you have (2) 15w bulbs in the hood. You should be able to grow low-med plants just fine.
 
T8 bulbs you could grow low light plants. Java fern and some anubias plants. A good nutrient substrate and an upgrade in lighting would allow you to keep a wider variety of plants.
 
Under 3WPG of T8 on a 12" tall aquarium and im growing DHG, java fern and moss, Sunset Hygro, R. rotundafolia and crypts exploding, but I also run root tabs in fine sand with pressurised CO2 and ferts. Just because you have low light doesn't mean you can't have cool plants. With nutrient rich substrate and something like Excel you'd be able to do ferns and mosses, anubias, maybe Sunset Hygro and R. rotundafolia, maybe DHG, vals, crypts, Susswassertang and similar. An upgrade in lights and CO2 means some stem plants, some carpeting plants, and a few various others.
 
I have a ten gallon right now, unplanted. I'm upgrading next week to a 29 gallon, some 18" high by 30" long. It has a glass canopy, and I have 2 15 watt bulbs. One is a reptisun uvb, the other is a "plant and aquarium" from Home depot. Will these two lights be enough to grow anything? and what substrate should I use? right now I just have gravel. I'm going to get some fertilizer, and the fish fertilize too right? I also have regular non-uvb bulbs that came with the fixtures I bought, should I use these? the tank will be somewhat aerated, but not specifically with co2.
