Kind of disappointing...

if those plants are real, then this discussion has a point.

if the plants are fake, the tank has absolutely no need for light what-so-ever... except for your viewing pleasure... and should be off whenever you're not actively viewing the tank... unless you prefer a sea of green to visible fish.

so if the plants are fake, what it looks like to you when the lights are on is the only deciding factor on whether they're sufficient or not. if you think it's too dim... get something brighter to the eye.
 
For the price, I would probably just get a shop light and make a nice canopy around it for the top of a tank that size.

Personally for my 29g, I just have a cheapo light from a 10g kit and it actually works pretty good. Not as long as the tank, but it is just about the perfect level of light imo. It lights up the tank, but isnt super bright. I have mine on a remote, so I can sit there and watch tv with someone for hours, and then have the remote next to me and turn it on and act like it was a ghost or something.
