A King Tiger pleco is a part of the Hypancistrus family. They are mostly omnivorous, that means they eat mostly meat and few vegies. Feed him worms, choped up mussles and shrimps. Shrimp pellets are OK too. Frozen blood worms are a favourite as well. Like most pleco, they are very shy. They are active mostly at dusk and dawn. So if it shares a tank with other very active and hungry fish, you need to drop your food just before lights out. This will give them a chance to forage in the night.
Your water parameter seems OK. But what about your temperature? These guys are from the amazon river, they need 26C - 30C (degree Cesius, I am a Canadian) temperature to be comfortable.
I hope he will get better, but from the sound of it, it doesn't sound very good. Also, if he's from the wilds, you might want to deworm him to get rid of any internal parasites. Good luck.
