I have a semi-heavily planted 29 with about 4 lbs of Java Moss, 4 rather large Java Ferns, some hornwort, a very large apon, an onion plant and a little baby ambulia clipping. They are growing well under about 2 wpg but i thought why not help them a little:) So I rigged up a one bottle DIY setup. I am getting about 15 bubles per minute at the current time. Is this too much? My lights run for about 12 hrs per day should I cut this back?

Unless you're managing to diffuse the output of >10g of DIY brine, you are in no danger of having CO2 OD in a 29g tank.

I'd suggest getting a drop checker if it will help you sleep better at night. Also (if you have enough CO2 to get it to go green) - it will tell you when your brine is too weak to keep CO2 where it should be.

Brine? Isn't that a salt solution? Never heard a sugar and water solution referred to as that. In any case, I would imagine you're probably wasting a lot of CO2. Try adding a bit less yeast next time, the ferment will go more slowly and will last longer.

I added 3 cups of sugar to one teaspoon of yeast. I just got home and i am now getting probably 30 bubbles a minute. I am diffusing it through the intake of one of my AC50's. the bubbles seem to get stuck in the chamber after coming through the impellar though?

yeah you could get by with closer to 1/8 - 1/4 tsp yeast. You'll get a lot of bubbles but I would expect them only to last a week or so...they should slow down drastically after 3-4 days.

That's how i have it i will have to check into diffusion methods as this is truely a DIY put together with things I have lying around. I have seen people suggest the wooden air stones I am going to take a look and see if I can find one of those.
