If you do go with that light you must use a DIY CO2 or you will have an outbreak. With the CO2 and ferts I think that you will be okay as long as your tank is heavily planted. IMO-the WPG rules are not all they are cracked up to be....
 
well you can spend 100 for that light (which is an absurd ripoff IMHO)
If you have a light strip already you can make a DIY and have between 15-60watts of CFL in that hood for aprox 20 bucks.

I have a 96 watt 6500k quad compact fluorescent on my 10 gal and the algae isn't out of control. Putting in some ottos or other algae eating fish would do wonders. Dwarf shrimp won't do that much for algae but they look awesome.
