The biggest thing I would ask for any of these cheaper Ebay fixtures is to make sure the units they are selling are UL listed. This doesn't matter what fixture type. If they are not UL listed and something happens to cause a fire within your home/apt your insurance will not cover any of the damages.
I have actually run across quite a few of these fixtures that are not UL listed and to me that means buyer beware.
