Yes Galaxie, anacharis will send out long white tendrils that serve to anchor it in the substrate, it's their form of 'roots', but can start anywhere from the top to the bottom of the stem. You can take them off if you don't like them, doesn't seem to affect the plant much.
Also, this plant is awesome for taking ammonia, etc. out of the water. The only real problem I've found is: 1) in good light it grows like crazy, sometimes blocking the light to plants below if it's left so long that it floats on the surface of the water & 2) like Roan said, it becomes unrooted easily & floats around the tank alot. Maybe it can be tied to a rock to weigh it down (the same way as Java ferns). It doesn't have to be planted though, floating is fine, as it get nutrients from the water, not the soil.
