Lighting for low tech 10g

I've been searching all over for what to do about lighting for my first planted tank and keep getting tons of mixed answers. My strip light is basically a dried cracked piece of plastic and I'm short on cash (no job for a very long time... gotta love the economy), so I want to go with an incandescent hood. My problem is what wattage of CFLs do I need? I'm completely new at this live plant thing and so much conflicting information is getting way too confusing.

I'm sticking to low light plants (java fern, java moss, etc.)
No CO2 and I'm really hoping to get away with no ferts
Very light stocking (single betta, might try a couple ottos and a couple snails, but I'm not sure if inverts can survive in my water or not)
Pool filter sand substrate

Using an incandescent hood is probably the easiest way to light a 10G planted tank. Just go to the houshold lighting section of walmart and pick up a twin pack of GE 10watt CF daylight 6500K bulbs. Theyre like $5 for the both of them. All you would need for lighting that low and the low tech plants would be a bottle of Flourish Comprehensive. Should be a cheap easy setup

I got mine from Walmart the brand was Lights of America probably something coma is saying that I have on my 10 to replace the incandscent lights and I like them growing my plants good.
