Lighting in a 10 gal

I am fishy cycling (3 small glass fish) a 10 gal tropical for about 10 days now. No problems so far. I've put in a few plants. Whey they say to use 3 to 4 watts per gal for good plant growth, do they mean incandescent or fluorescent or mini compact?

Does the rule hold for a 10 gal?

Flourescent.
I have a planted 10G and have to agree you need quite a bit of light - i now have 40W T-5 compact flourescent over it and finally growth is where i want it to be.
