The higher the wattage of any lighting you put on a tank, the more electricity it uses. 130w of PC lighting is going to roughly use as much electricity as any other 130w lighting system. The real difference is how much light your actually getting for your 130w of electricity. Watts is essentially how much power is needed and really says little to nothing about the amount of light generated. Different lighting types convert watts into light at different efficiencies. Power compact fluorescents do it better than normal fluorescents, but VHO, T5 HO and MH do it way better than PC.
Yes, that light should be sufficient for keeping the soft corals you listed.
