lighting question

75g tank, about 12 of the 48 inches are water with the ater roughly 7 inches deep. What would be a good amount of lighting for the water side? I wanted some a good ground cover of dwarf baby tears.

Right now I have a 48 inch 54w bulb and an additional 18 inch 15w on the water side.

What are you planning on putting into this setup?

I have 3 leopard frogs in there, can sort of see them. I also have 2 paddletail newts

Anyone have any ideas? I was thinking about http://www.fosterandsmithaquatics.com/Product/prod_display.cfm?pcatid=16770. I know it will look funny being only on half the tank, but how many watts could I possibly need on 7ish gallons of water? I don't think the regular 3 to 4w per gallon rule works when there's 12 inches of air between the water surface and the light.
