Yup, that is what drove me crazy with using the Icecap 660 for my T5's. One bulb would blow and none of the lights would work. So if one bulb is acting strange for you it would cause the entire bank to act the same.
Still, it sounds like either of the 2, connection or bulb, and both of those are a much cheaper and easier fix than swapping to a MH. Although I do like how MHs look compared to T5s myself... so personal preference plays a role in your decision as well.
