what is good lighting for a 20 gal heavily planted. also not to expensive.

Will you have CO2?
Also will you dose ferts? If not shoot for lower light. I find AH supply to have good options. Your lighting will depend on the questions I asked for sure.
 
If your upping your light and dosing ferts. More than likely you may need to start adding CO2. If you have a 20 tall, a Coralife 1X65 watt freshwater light could be a good option. They usually run 50-60 bucks. A 20 long is little tougher to find since it's 30 inches but you could get a 30" enclosure and buy a retrofit kit. If you go above 2 watts a gal you will need co2. If its a 20 long you could do 2 or 3 24 in flourents. Walmart or local hardware stores are cheap for these.

if they hit the mystical 2wpg i wouldnt say they need co2. it might be every smart but its not like anything to bad will happen.
