Halogen lights, as opposed to metal halide, are just a hot (literally) version of incandescents. 2000 watts would be the equivalant of about 500 watts of fluorescent, but a lot hotter. Also, the spectrum's wrong.
 
As mogurnda pointed out the heat from these lights would be very hard to control and the light would not be very beneficial to the inhabitants.

What inhabitants do you plan to keep this will help us reccomend a lighting setup for you.
 
If you skip the anemones, you can get away with compact fluorescent (aka PC) lighting.

Oysters don't need light, but they do need a lot of food. But that's another thread.
