Goldfish are notoriously high in fatty acids, and are generally not in good health. Although they might eat small fish in the wild, its not best to feed them feeders (tuffies or guppies) when there are better things out there. GS and brine shrimp provide this predator more than enough of an opportunity to hunt.

If your puffer doesnt eat the snails at first:
this is normal, generally it depends on the individual fish, but with most it might take a few tries. You could try smooshing the snail and dropping it in the tank. If your puffer isnt going for snails you could try using freshwater crabs (clawless)

How big will he have to be before giving him snails? (He also is supposed to eat bloodworms and shrimps.)
 
well, the basic rule is to give him snails as big as his eye. So any time is good as long as the snails arent too big.
 
dont give him one more than half a centimeter, or rely on small crabs and shrimp.

if you're gonna feed them fish, raise your own guppies to prevent any problems with disease. A varied diet is best

No... Arrowhead puffers are T.Suvatti... completely different. Congo, T.Miurus and I've never heard of potato... but I guess... it's another nickname... but usually congo or T.Miurus. They come in orange, black, whitish or red... and are amzing at changing colors according to the substrate and rocks surrounding it. The best...

Oh and Suvatti (arrowhead) and Miurus (congo) tend to not eat snails at all... the South American, dwarfs and Fahaka love snails...
