Looking for hardy stocking options for a 29 gallon planted

So far I have some guppies and corey cats,I have around 8-9 fish total.

2 questions:

1) What are some small hardy fish (around an inch) that'd be a good fit for guppies and a 29 gallon w/plants?

2) When am I fully stocked if I'm trying to keep my water changes down to 25% once/week?
 
1. It really depends on the temperature of the aquarium. My vote would be Medaka.

2. It should be fine, however, it depends on your filtration, stocking numbers, and whether or not you have plants.
 
Are the guppies a male/female mix, or any females? If so, you'll be overrun by guppies in no time.
 
Maybe some species of boraras or microrasbora.
