Do the RROs HAVE to pick someone to try and convert or can they just skip that and win game when I die?

The rules say "each day...will" so I assume so. Depends on how strict JL is in interpreting his own wording though.

Night time target- Each day, before nightfall the railroad owners will target a player. If the target is a farmer, the farmer will now join the railroad owners, but if the target is a council member, a railroad owner will die. If the target is an immigrant worker, the immigrant worker and a railroad owner will die.

That being said though theres no punishment for not targeting someone and I dont remember any game that has...I bet they can skip it if they want to. :wall:
