It says 2 PR per team. There is a boss for each team, leaving 1 role per team for hitman/policeman.

That depends on the sign up. Obviously this game format would do better with more players. Since taking out one of the bosses ends the game. I plan to leave the sign up running at least a week. You have plenty of time to get settled so you can play.
