Yes and no respectively, the mafia try to collaborate to knock off one player at a time by lynching innocents until the number of mafia equals the number of innocents, they try to get the innocents to 'gang up' on other innocents and influence the vote. The detective has to rat out the mafia and then get the innocents to lynch the mafia.
