maggots in my tank?

Maggots often make it into boxes of live rock while they are shipping or overseas when exposed on land. Oftentimes you can see what is left of the pupa floating around--nasty stuff.
thats odd.... I ot a whole bunch of flies with my LR but no maggots.

They hatched from the maggots. You may have not even noticed the remnants of the pupae floating off. Flies lay their eggs on the rock as it is exposed (or in open/torn boxes), which then hatch out quickly (think: styrofoam box may as well be an incubator +short life cycle) and are lovely little gnats by the time they reach you.
