Orient it so that some of the water fills up the gravel vac. If you have a long enough hose, the exiting water should be able to pull enough water over the top and keep the siphon going.
 
i just got the pump in the mail today and gave it a shot.

this thing barely has any suction at all...

i had the faucet on full blast, hot and cold, and it barely had enough suction to sloooowly lift up the tiniest debris from my gravel.

what could be the problem?

i didn't even try to refil the tank w/ the hose yet. i think i'm going to just wait till saturday when i have time to troubleshoot if something goes wrong.

also, do you have to drain the hose before you store it?
