I really don't know, but do you really think a 30g could sustain a pod population sufficient for them? I think this fish is the one that has the largest range of minimally accepted tank sizes. I've seen as low as 10g up to 125g for this very reason.
i have a male and female mandarin i added pods for about 5 weeks to my tank from ebay and i have a fuge. they are both thriving! i plan on topping up pods every month even though at night my tank is crawling with them!
i would rather be safe than sorry and adding bottles of pods puts my mind at rest.
I certainly wouldn't try adding a mandarin in a 30gal that already houses a scooter. Both are dragonets and both eat pods.
I'm also going to have to disagree with reefscape to a certain level. A 30 gal is fine if your willing to top it off with pods on a weekly basis but I'd recommend a minimum of 55 gals with 50llbs of live rock, this will help support the pod population. Whilst there are dragonets that will take frozen/dried foods there is not enough nutritional to sustain them long term.
