He did at one point, not sure if he does now or not. I did a direct import on these to try and cut down on travel time.

Frank has a pretty good price on them.. I've often thought about getting them from him since he's local to me, but I still don't have any definitive answer on breeding.
I'm assuming they're born into a larval stage.. perhaps the trouble is in the length of time they stay in that stage before evolving into crabs?

Haha Vampie's right. Frank is charging for a group of 6, what some members on here were trying to get for a single crab. Not sure if he's got them in stock at the moment though. Mellowvision has a group of these guys. Unfortunately, they seem to be extremely cryptic, and possibly nocturnal as well.
