I am brand new to owning a aquarium, just filled a brand new tank for the first time and have millions of little bubbles on the side of the glass and on all the plants and other decorations. Is this normal? I have a 29g tank with a couple of fake plants in it. No fish yet.

yeah that generally happens with new tanks. its called nucleation, its when the air bubbles get stuck to particles of dirt on the surface of the glass and plants

You can wipe them off if you want to. Or they will go away in a day or two.

It also happens on a glass of beer if the glass is not spotlessly clean. no reason to waste the beer though.

It happens due to the compression of gasses in tap water - basically because running water needs to be under high pressures in order to be running water. What results is out-gassing once the water is free to return to its normal, non compressed state.
