There are two 20 gallon tanks. One is tall and the other is long.

Like I said earlier. Angels are big fish, but they're not active fish. A tank for an angel needs to be tall, but length is not as big deal.
 
Lets just say a 20 "tall" is absolute minimum for an angel (a pair is pushing it). Like with MOST fish, bigger is essentially better. For angels the height of the tank is important, but they do benefit from having a long tank as well.

They are not 'active' fish in the sense that they are not always moving, but my angel made use of the whole tank she was in, top bottom and all sides.

Mine stays in one are of the tank that's about half the size of a 29 gallon. He doesn't usually leave that area unless it's feeding time.

Fish are not like Humans - they have to have ideal or close to ideal conditions in order to mate. Humans do it in airplane bathrooms which are way too cramped - you would never find fish mating in something that is comparable in size.
