More CO2 questions!

Okay.
So.
I set up my nutrafin co2 system in my fiver. I have this recipe:

Stabilizer: 1 teaspoon Baking Soda
Activator: 1/8 teaspoon Active Dry Yeast
Sugar: 1/2 cup sugar
Now there's water involved.... how much?
And how do I do the recipe?

Dissolve sugar in water> pour some of that mix into a different cup>> pour the yeast on top and wait 15 min>> after 15 min add it back to the bottle and mix it with the entire solution. close it up and wait 30min to an hour (depending on temperature of the water)
Do I need to do anything else?
I want to make sure everything's clear so I don't waste yeast.

Inside the container, there's a plastic tab running all the way up almost to the top. Fill until you reach the top of the tab.

I bought it secondhand. Didn't have that.

Really? They'd have to deliberately break it off since the tab is part of the canister.

I don't have the nutrafin one, but I do have the Red Sea one. It's not exactly a science, just an estimate is fine.

Here's the general concept of DIY CO2 using Yeast.

Dissolve 1 cup Pure Cane sugar in 1/2 Liter of warm water
Add 1/2 Liter cool water to dissolved sugar to have a temp of 80
Activate 1/8-1/4 teaspoon of Dry Yeast using sugar water
Yeast is activated once you see bubbles/foaming
Mix Yeast with sugar dissolved water
Add a pinch of baking soda for stability.

If you are using 1/2 the sugar, use 1/2 the amounts everywhere else.
